EU Does the battlegroup matter?

When queueing 19s, do I automatically join english 19s, when I'm on a german server?

They are separated by team not by game.

That what i mean. Russian, german or french player can meet EU enemy team (or russian/german/french ofc), but will never play with EU teammates, unless he have friend from EU (who'll invite him) or have another acc with EU-char for that bracket.
