Does Blackvenom Blade scale?

I just got a response from a GM regarding Blackvenom Blade. My question to them was
"Heya! So I didn't know exactly which contact channel to chose for my issue, but i'm in a bit of confusion here. First and foremost, I am after the Blackvenom Blade for my 49 twink rogue (that i'm currently leveling). I understand that the most lukerative way of obtaining this weapon is by gathering Battered Junkboxes and opening them and hoping to the RNG gods that I get one. My only issue is this, i'm trying to think about how I can obtain specifically a level 49 Blackvenom Blade. So I need to somehow get that weapon to scale to level 49.
The 2 ways that I can think about doing it are by either farming the junkboxes on my lvl 110 rogue, sending those over to my 49 and opening them on my 49. OR, I farm the junkboxes on my 49 and open them on my 49. I guess in more simplistic terms, could I get the lvl 49 blackvenom blade on my lvl 49 rogue by sending junkboxes from my lvl 110 rogue, or do I have to obtain the lockboxes by lockpicking from my lvl 49 rogue.
Or are these methods all not viable for getting anything other than A lvl 21 blackvenom blade, and do I have to kill a rare at lvl 49 or somethin? Thank you very much for your time, patience, and help!"
The GM's response still didn't answer me question to the T, but here's what they said.

I understand that you are after a certain weapon. I definitely can see where you're coming from and am happy to help. Based on the data I'm finding on WoWhead, this item should scale to the level of your character http://www.wowhead.com/item=4446/blackvenom-blade. While we aren't able to give out farming advice, I can say that you should be able to get this at the item level you are hoping for with no issue. Thanks again for your time and have a wonderful week! We look forward to seeing you in-game."

if lockboxes work anything like chests then you will get a ilvl 26 bvb from the box. Test out lockbox scaling with a random green. Psure rohh will just have a chance to drop it if you kill him above a certain lvl so it's in his loot table(reason these items are GFed in the first place). This is all just assumption on my part though, could be wrong.

If u got it to drop from a Battered Junkbox i would be 95% sure it would scale to 49. as all the other dagger i've gotten has scaled. I have gotten every single dagger out of it except a BVB so far. i'm at 64k boxes atm. Still going strong. Trying to make it to level 19. But starting to think it won't even drop at char below a certain level. I'll keep trying until 100k i guess.
