is the bis currently full time walking as it’s ilvl 56?

So we are all at the mercy of Blizzard's kneejerk "fixes". In 11.1 for example, last time I checked the ilvl of TW gear drops at 11 had gone from 60 to 42. In the TWW prepatch, WoD dungeon gear went from ilvl 56 (Warforged at 10) to 29.
TW gear is incredibly easy to get. Even if you have no heirlooms on a totally F2P account with no way to buy some starting gear, just queue TW and get a mostly full set of gear. It won't take long for soloing TBC dungeons to be trivial as a 10 MW. Get that gear too.
Keep all of it. You never know when Blizzard will randomly screw you by deciding something needs to be "fixed".

"BiS" at these levels is subjective. You can absolutely put together a monster set of TW gear and be successful. It all depends on what you're wanting to accomplish with a twink. Put another way... How deep will this rabbit hole go for you? Beti's Twink guide online has great info on gear broken down by type and slot. I'll post my link as I feel pretty pleased with myself on how my Monk has come together. Am I "BiS" in every slot? Nah. Am I gonna farm the 3 socket belt, a socketed cloak, and a better wrist? Time will tell... (I did for the warrior.) GL!
