After several PMs asking how to obtain the Discombobulator Ray, I’ve decided to put my old guide up. I made some pictures in PS just for the fun and reconstructed the text.

What is it?
The Discombobulator Ray has a 20 range and transforms the target into a Leper Gnome, reducing its melee damage and spell power by 40 and its movement rate by 20% for 12 sec.
Never heard of it
This is one of the more unknown items available in the 19 bracket. I suppose it’s because of the effort needed to get it. And the main reason must be that it isn’t normal customable to use in a PuG. Imagine the following scenario: You’ve just made your twink with engineering goggles and queue for WSG. In the PuG you see two people with Fishing Hat. You ask them how they got the hat, hopefully you get an answer, and you go fishing. This is not the case with the Discombobulator Ray. It’s so rare, you almost never experience it, and (most) people simply want to keep it for themselves.
Why bother?
Well, to give your enemies MAXIMUM humiliation? What’s worse than being shrank into a helpless little green gnome? Nothing I suppose. Second and more important: It reduces your targets movement speed by 20%. This way can stand a chance against those new rerolled OP shamans and druids. The reducing of melee damage or spell power (40) comes handy too. It also has a different timer than a lot of items, and it’s an INSTANT cast. It doesn’t even take a trinket spot!
Only downside I can think of is that it only has 5 charges. Then you got to make a new one. Luckily the mats aren’t expensive.
Go Gnome or Go Home?
I’ve always admired gnomes. They’re small. They can more easily hide, harder to target for those who use the mouse to target. Did I mention they’re small? You see it just helps being a gnome, 15 racial Engineering bonus for a total of 165 engineering before level 19 is enough to learn the recipe to make Discombobulator Rays.
How to get the recipe

I have only got this on my alliance characters. If you’re horde, prepare yourself for insanity. The only big difference is how you get to Gnomeregan. I believe this is what you should do if you’re Horde: You have to go in Orgrimmar first, speak with a goblin at the Engineer trainer or supplies place. He will start you off with a quest to go to Booty bay, which you will have to take a boat from ratchet. Once you’re in BB, speak with the goblin near the inn. He will then give you a teleport thing, and you will have to walk in the machine in order to get access into Gnomeregan.
DELTA Data Access Card
First you should go on your main and make your way to Gnomeregan. Start waxing the machines (kill them) until the Security DELTA Data Access Card drops. I recommend that you check the drop rate at Wowhead.com or Thottbot.com on the mobs to increase your chances.
Send the card to your twink (if you want to learn the recipe on him/her. I say it again: you can ONLY learn it on your twink if it is a gnome. Or else you better use your main, again only if he has engineering. You need engineering to make the recipes, but not to use them, a level one can use these, just not learn the recipe. Note: The card is not bound so make sure to share it with mates.
White Punch Card – Card marathon
Run inside and make your way to outside the instance and die there while your friend’s kill machines for the White Punch Card. Make sure you put on FreeForAll. When it drops get ressed and pick up the card. You have to get the White Punch Card on your twink/main because it’s BoP in difference to the Security DELTA Data Access Card.
Now your friends need to clear the way from Punchograph A to B to C to D, make sure to upgrade the Punch Card on the way.
1.White punch card drops before the two portals, wherever really, just keep kicking them around.
2. Take that card to machine(a) which you can't miss 10-15min into gnome, and get yellow card.
3. Take yellow P card to machine(b) which you will find 20-30 minutes after receiving yellow card, and receive blue.
4. Take blue card to machine(c) which is located at on a small upper platform with a mini boss called something 6000 w/e(spider machine thing). You'll find this another 25-35min in, and receive red card.
5. Take red card to the bottom floor of the engineering labs to machine(d) and receive prismatic P card. In the arch way leading towards thermaplugg theirs 2 punch-o-matic(d) on each side. There is an elevator on the top floor of the Eng. labs leading to bottom floor btw, so don't listen to the brilliant team member that says "Hey ,let’s jump!".

Yellow - If you can read this, you're standing too close
Blue - The gnome king wears night elf underwear
Red - Help! I'm trapped in a binary punch card factory!
Prismatic - Message to Castpipe: Your laundry's ready for pickup.
We made it!
When you come to the D-Punchogaph access the machine and you will receive hidden schematic: Discombobulator Ray.
