What quests do I have to complete for this one to show up I do not want to do every quest in the area like I did for Silverpine to get this weapon I am surprised there is no stickies about quests or items in general for this bracket yet only 19s.

You have to do all quests of the zone, starting at bulwark, at some point they will tell you "when the battle of andhoral begin again you will get called again", and you get another serie of quests, cenarius quests are the only optional one, that is for horde, I dunno about alliance
