Curious about mastery

Ok, the thread about mastery and each class says that mastery is kinda poopoo for prot warrior but the armory for 10/11 prot warriors shows some with 40+ % mastery. I am missing something? But the few at 20 I have seen never use mastery. Is the difference in prot mastery at 10/11 and 20 that big? Curious why people use heavy mastery at lower levels.
 
Who can say? Secondary stat weighting, never mind mastery rating isn't that well explored; and even when it is the results are generally inconclusive.

It also changes depending on what's needed. The most obvious example is versatility, which typically ends up behind haste and crit in terms of value for damage output; unless you consider survivability an issue then it becomes far more important. I can see prot mastery being more of a priority if one is having issues surviving fights, or if someone wants to see a bigger raw damage number.
 
Low returns are the sole reason; with secondary attributes being scarce, no one would invest in such uncertainty.
For a level 11 Fury Warrior, the only potential gain comes from gambling with Bloodthirst every 3–4 seconds—each attempt offering just a fifteen percent chance to activate it for three seconds.
If someone trusts their luck so blindly, why not choose Critical Strike instead, which nearly doubles your damage?
