First of all if it were available. it would probably take you roughly 60 days to get the full set. I can go double check if it is available. but it's gated behind daily cooldown to get 1 of the different varieties of this set. so me personally would buy it off AH on another acc and then get the transmog from there. Since you need that much time to grab them all.

Seems that there's no level gating however you need to get to isle of thunder and you need it to drop from a mob. that probably wont scale down below 35. so i doubt you'll be able to get it to drop. also you would probably need alot of help. as these are discovered from Lighting steel ingots's daily CD. Which drops from Itoka. So i think your best bet is doing what i said first. However all of these items seem to be able to be scaled down by the relic of the past. So you could techinically try and get 1 day of gametime and try and grab it that way. you probably need to ally yourself with someone.
