Could 71-74's get into arenas with 70s?

As i fucked up and leveled my beloved hunter named Justicare, i wanted to start another 70 twink, but today i saw a 72 rogue with 2,1k rating in 2s. So i were wondering if they were in the same arena bracket as 70s

you can play arenas at 71-74

BUT you need to be in an arena team with the level 70s before you ding 71

and if you leave the team after 71, you wont be able to be re-added into it.

or join any arena teams until 80/85 for that matter

but i dislike people above 70 in my arena matches :S
