Cobalt Frag Bombs

I'm noticing a lot of players in these brackets using Cobalt Frag Bombs, is it a new glitch or something? It's the belt tinker I know, but are they all learning this in Dalaran or what? I'm curious.

Had a few people on my team using this and it seems really overpowered.

It's an enchant you could get in the first day or so of pre-patch. You needed to learn Northrend Engineering to be able to do it but that was changed so you had to be level 58 to even learn it. However, people who already know the recipe can still use the tinker for themselves. I believe you need 250 classic engineering to be able to use the ability of the belt.

Ah, I always thought it was just some bomb glitch from lower level bombs until I finally read the cast name was "Cobalt Frag Bomb" I didn't realize it was available to learn.
