Brilliant Necklace (-1 stamina but +2 intel) or
Thick Bronze Necklace (+1 stamina) may be better for neck if you're planning to stick to restoration for your shaman, as 6 agility only improves your crit chance with melee attacks by a percentage less than 1%, and does nothing with regards to spell crit chance, which is only improved by intelligence.
Also, for belt some may prefer
Ghamoo-Ra's Bind if one believes that 2 stamina is worth 1 intelligence and 22 armor, but both options are equally debatable.
And for shield,
Forest Buckler for shield (if you can find it drop somewhere) is also an alternative if you're looking for more stamina, if you can find this shield.

As for the Lucky Fishing Hat+Stockades Shield vs Eyepatch+Forest Buckler comparison, here's a
comparison if one is comfortable with just
Drakewing Bands (obtainable from chest farming like Magician's Mantle) for hit rating (2.7%, 3.7% if Draenei), and
another if one wants to be hit-capped, or near hit-capped if not Draenei, with
Lavishly Jeweled Ring in place of
Gloaming Band (unless there's other sources of hit rating that give a more modest tradeoff).
The sets with the eyepatch in the above comparisons (which includes Forest Buckler) have a little more intelligence just from crystalline cuffs (about only 3 intel), but at the cost of 4 (with hit+intel ring) or even 8 (without ring comparison) stamina and 262 armor compared to the LFH+Stockades set. Including Seedcloud instead of Forest Buckler widens the stamina vs intelligence gap by 2 stamina vs 1 intelligence, and lowers the armor difference from 262 armor to 245 armor.
