Character boost, soulbound to BoE

Hi, I just logged on all of my characters and found one with "Footpad's Shirt" for which Wowhead says the price is approx 1.5m golds, but it is equipped and it is now soulbound instead of the old gray item.
Does it still work, when I boost to 120 all equipped BoE become BoEs again? If the price is 1.5m, then 60 euros sacrifice will be worth it.

Correct me if I'm wrong. I think the whole Soulbound to Boe thing was debunked a couple years ago. It might have worked for a while, but now you'd pretty much have to trick a GM.
