Certain 70 world drops can scale to 60?

I was thinking since items can scale now, I noticed some world drop epics from level 70 can scale under level 70.

Since level 60's can queue slave pens, some of them like "Singing crystal axe" and "Blade of wizardry" should be possible to obtain, no?

Theoretically they can drop at level 60, but no weapons nor off hands (including the ones suggested) world drop epics can Ever drop at 60. Only jewelry and armor slots can possibly proc 60. Weapons and off hands are in sequence from 61, 66, 71, and 76 and the jewelry and armor at 60, 65, 70, 75 etc. now the 61 and 60 versions have not been seen to drop, or at least I have yet to be shown one or to see one on my 30+ servers I check, but I see no reason based on the way items are scaleing that it can’t.

If this would have been a bop item from lets say.. Trash in slave pens.. Then it would scale to 60 as slave pens is a 60 zone.

But as boe it probably work like nagrand zone which drops epic bracers in a minimum of 64 lvl req.


Anyways, I've seen many new hidden epic loots that drop from strathole trash and other dungeons.. They are so rare
