Can't get my ID to work

Everyone I know that plays wow has this cross server ID thing, I've been hearing about it and everyone wants to add me. But when they try it never works, and I can't add them either, even with an email. I only have the burning crusade expansion, can that be why, or is there something I have to do on the website for it to work?
