Can we get Bloody Coins?

I have a quick question: can we get Bloody Coins from the Fire Watcher's Oath buff at level 20? Or do we need the Censer of Eternal Agony to get any?

we can get the glowing look but dont think we get any coins for kills.

I was asked a question a while back by someone, I can not remember who for the life of me. What if two lvl 20s both have Censer of Eternal Agony and killed each other? would we get bloody coins then? Or am i talking out of my ass?

Back in 5.4 I would farm the vanity items on timeless with my 85 twink. Speaking from the numerous times I was ganked by my cery own tender loving faction, an 85 killed by a 90 does not yield a coin. There's some sort of level limit- whether the two players must be of a level with each other or simply be 90+ I have no idea

Btw, in case someone ask, the bolldy coins are good only for geting the Vengeful Porcupete pet, from the Speaker.

You need to be a level 90+ player and honor kill(ing blow) another level 90+ to have a chance to get Bloody Coins with either Censure or Oath.

Fire-watcher's Oath cost 100 Timeless Isle coins, you can dig/find those all throughout the island.
I go to the cave just north of the Celestial Court and get them from the crystals.
