Can PVE server characters transfer to PVP servers in WotLK Classic?

Can PVE server characters transfer to PVP servers in WotLK Classic?

If a PVP character transfers to a PVE server is that a one way trip limiting that character to only PVE servers going forward (unless there are future changes)?

I did some searching but seemed to find conflicting info so wanted to see what the folks here indicate.

According to this post you can transfer freely between PvE & PvP servers in WotLK Classic :
