can 70s turn off XP now?

i was just on a 20 selecting a specific BC dungeon and they show 10-71

wondering what the gear is for them, if there are possibilities like what 60s can gear now?

during DF they added the abilty to turn off xp at 60 and to stay in TW until 61. on my 20 as mentioned above on a specific dungeon que alot of them show 10-71.

so the option to turn off xp @70 may still be coming later or is based on having the new expac?
