Call of the Scarab - World Quests lvl 15 ?

Hello everyone, I recently saw on the calendar that the Call of the Scarab mini holyday is approaching and I would like to ask the more experienced members, do you think we we can participate in the event this year? I saw that some of the world quests require lvl 15, for example: https://www.wowhead.com/quest=45651/the-ruins-of-ahnqiraj-ossirian
( And yes, for this one I know we dont have acces to the raid, but other WQ ? )
I'm asking all this info because I didnt play the game for a long time, including when they added this micro-holiday, so every scrap of info is much appreciated.

just realized that ftp/vet could possibly participate in this as well.

let's call to arms for level 20 horde on that day to overturn the level 60 alli. this'll be fun.

This is on, we can participate, the interesting question becomes, do we want to?
Anything nice in it, it seems to be only temporary items?

P.S. Just go to Silithus to start it, if you cant see it, talk with the NPC at the path in to change the time to the previous version of Silithus.
