EU+US Boralus Portal To Stormwind Not Available to Lvl10?

Playing as lvl10 pure f2p. Got the intro quest to Boralus. But there aren't any portals available to me inside the Sanctum of the Sages to take me back to Stormwind. Did i miss anything? Am i too low level?

How do i get out of Kul Tiras now?

3 quests in, instructions are given to the Boralus mages to create portals.

There is also a boat to SW from boralus.

However it is bugged atm and actually brings you to AV portal in Hillsbrad.

It makes no sense because there is no docks, nor water near that location. Might be worth reporting for them to add a lake near the AV quartermaster to make the boat trip from Boralus to SW-but-really-Hillsbrad more RP worthy.

Or they could make the boat go to SW
