I have no idea if TF is any good these days at 60, but I suspect that the proc has been largely devalued with all the nerfs, and also because of the increasingly powerful talents players get, meaning the proc will add a smaller percentage of overall threat / damage. The stats on it also suck.

Although it has been nerfed TF is still the BiS tanking wep for PVE. The Qiraji War Hammer is still a nice alternative.
