Currently on Blackrock-US, Looking for a decently sized 70 raiding guild.

No DK's.

Not that I am aware of it, but don't most lvl 70 Raiding guilds restrict WotLK+ Gear/Enchantments/etc for raiding?

That'd be ideal, but no they don't. Regardless, I have full sets of T5/T6 Enchanted and gemmed to BC levels if they do restrict it/ have a gear threshold.

It is if you're a JC, but i'm not. Thus the Shattered sun/Choker of Demise

Is mongoose still BiS for tanking?

It can be, depends on the rules. If you're doing pre WOTLK enchants, then yeah, if not then there's so many options, it depends on what you're doing. Berserking is pretty decent, as is Lifeward.
