BiS Enchant Updates(?) and Solo Que

I'm new to Classic twinking but I've collected all BOE BiS items for a 39 dwarf hunter. I understand that for the head enchants, the Librams can be applied on my main and then sent back to my alt without it becoming soulbound. However when viewing some community character links to look at gear I notice that the head and leg enchant appears to be disabled and it says "enchant requires level 50". Can someone confirm that the Librams are still working for your level 39s?

Also... I'm playing on Kromcrush-US and planning on queuing solo since I haven't heard of any guilds on the server. How difficult/frustrating will this be? Are there any big horde Twink guilds on the server?

I put 100HP on green lens and necromancer leggings for warlock no problem and mailed them over, so pretty sure it works

You must have been looking on Wowhead, which is terrible at knowing what level things actually require.

I just clicked the 39 twink linked in an XPOFF community member’s signature in a post they commented on, it definitely wasn’t wowhead but looked like some other outside website.
