EU+US BFA Fishing Bug...?

Is this intentional, is my fishing bugged, or is it a feature I haven't heard about yet?

I had 800 fishing on live, and when I logged into beta I had 1 fishing, yet was able to use these items...?
Also yes, this is displaying outland AND regular fishing, they're both at 1...

As I understood, he should have maximun fishing lvl of each expansion. Also in broken isles

So, if one is at 525 fishing, come BFA, can he still use Angler's Raft or would he have had to be at 600 fishing in Legion?
