Best lvl for resto sham ? (Haste Build)

So what is the best level for a resto shaman with a haste build? Want as much Hp as possible to.

Just to clarify this statement, scaling is the same now no matter what level in a BG or Arena. So unless you want to participate in events that have f2p restrictions there is no reason to not level to 29 in this bracket.
