BC items?

So i remember back in earlier cata there were a few people wandering around with items of roughly BC/wrath quality. Usually greens although i saw some blues, they had ungodly stats for a level 19 to have (ie 20+ stam/int/agil etc). I was curious as to how they obtained those sort of items, and if they can still be obtained. I bring this up, because i saw a paladin in the no exp bracket with a green helm and a blue weapon both WAY beyond what should be had on a 19. My guess is quests, but i'm unsure as to how one would even be able to obtain those quests.
