Artifact transmogs and shi

Aight so I'd like to know something, while I was trying to do the "Balance of power" questline, I've noticed vids/guides and comments that state the artifact appearances from that questline is also tied to character lvl. Folk been saying you should be higher lvl and you will be able to use them as transmog.

Is there anyone here with the questline done? And can you actually use it as a transmog on a lvl20 toon? I don't want to waste time on xmog that is too lengthy and time-gated only to not be able to use it on my twinks.

On a level 20 standard, non-timerunner, character I can transmog my weapons into Balance of Power appearances.

I completed Balance of Power during the original Legion run but I assume that wouldn't matter.

Did on lemix as 80 and can too use it on linked 20 account without problems.
