Artifact transmog

Is artifact sill still available?
I finished my lvl50 the class hall camp., but my lvl 20 paid and f2p characters cant change the skin, only for non artifact skins. Both character made after prepatch released.
I realized this on my new shamy too, 1 older shamy can change it.
Transmog rules is only for pre characters of prepatch?

So its a little weird. If you have an artifact equipped then you can only mog it to non-artifact mogs via the transmog system. If you want to use artifact skins on the artifact itself then you must do so in the order hall pedestal and only with skins you've managed to unlock on that toon specifically; despite even having those mogs unlocked on other toons... hope this helps!

Yeah btw this really bites me in the keester cause I have all of the tanking mage tower appearances on my account but can't show them off on any of my lowbie twinks when equipped with an artifact(BiS in my case at 20... or everyones?0.o)

My lvl 20 old shamy can change equipped artifact to any other artifact skin, following the transmog rules ofc.
This is true for my old hunter too.
I dont understand this rule.

It seems i am total idiot. Old characters have normal weapons... Arrgh
But 1 more question:
Hidden artifact transmogs are account wide? I mean at DK case the soultakers artifact skin.
