are the new visions 80 only?

after doing these every week on our capped accounts a few expacs ago im wondering if there is anything for 70’s while they are available.
seems only for level 80?

Helm enchant is account bound and should work on 70s gear, but it scales down. Unsure if it's better than the DF helm enchant

only work in tww season 2 so no point in stocking up for later.
