Anyone know if there is a hidden requirement to use the Sha'tari Skyguard flight masters?

Reach Honored with Sha'tari Skyguard on F2P 20 but -

"Skyguard Handler Irena" in Blade's Edge Mountains.
AND
"Skyguard Handler Deesak" in Terokkar Forest

Each say that I need 'better' standing with in the ranks of the Sha'tari Skyguard

I opened a GM ticket to ask but Blizzard set a generic response that said the queues were too busy so to try WoW communities.

Most "internet searches" just say - Honored Status with "Sha'tari Skyguard"

UPDATE: GM pointed me to the Wowhead article, so I escalated the ticket because they did not address the question of is there a hidden requirement to unlocking the Skyguard flight masters. I did reach Revered and the NPC respond with commenting to/about your character but no flights between the quest hubs. I am assuming that its locked to either having Expert Riding or like the items requiring level 27 to use. In addition, Ogri'la after completing "Ogre Heaven" 'chain' no follow-ups for the dailies or unlocking the additional Sha'tari Skyguard quests besides "Bombing Run" which requires flying to complete.

That was a great idea.

The 'Bombing Quest' is currently bugged, even with a Flying Machine with Outland Engineering as F2P you still can not target the fel cannonball piles like pre-Shadowlands. I did not get any GM notes from my ticket about no flight point unlocked by Honored bug, so I put in a new ticket about not able to use the bombs while on a flying mount (as well as if there was a way to skip and continue). Unfortunately Blizzard is bogged down with Burning Crusade Classic tickets or such. And I did not tell them I was a F2P lvl 20, I wrote I noticed I had to be level 27 to use that drape

So I did get confirmation that it meant for level 27 characters to quest at Skettis or Ogri'la but to be able to fly now, non-Druids needs level 30 for Expert Riding so it still not working right per se.

Well first ticket about the Skyguard Bombs not working while on a flying mount in Forge Camp: Wrath or Forge Camp: Terror just said 'no know issues and no known workarounds'. I re-opened to ask about a by-pass or to flag that "Bombing Run" was completed. So I guess depends on your GM so for now a grind with the daily "The Relic's Emanation" @ Friendly [350 rep per day] with the Ogri'la to get Honored for the next possible daily - "Banish the Demons" [350 rep with Ogri'la and Sha'tari Skyguard] per day if unlocked.
