Amnesia won't drop for one of my alts. Any ideas?

So I put several 11 Warriors through this exact same process:

1. Select DF CT
2. Do the initial quests in Org/SW (I did this on 2 Alliance and 2 Horde)
3. Take the protal to the Waking Shore
4. Do the 3 initial quests
5. Hand in those quests and pick up Adventuring in the Dragon Isles up to "Where is Wrathion?"
6. Selected The Azure Plan from the map (it probably doesn't matter what you select here)
7. Handed in that quest

I then went to the Forgotten Creation in the Azure Span. 3 of my toons got Amnesia. 1 did not.

There's only one difference I can see. That toon left and rejoined DF CT. I can't remember why. But I remember when it rejoined DF CT I got offered the quest "Excuse the Mess". Not sure if I should've done this quest but I did. The other 3 toons have not done this quest.

The Forgotten Creation IS scaled to 11.

I've now tried a couple of days in a row and Amnesia just doesn't drop.

Any ideas?

Give up with Forgotten Creation and kill the rare in Waking Shore that has a small chance to drop it (daily attempt)

according to wowhead there are 9 sources out of the 9 sources it looks like there are only 2 realistically farmable for a drop one is the forgotten creation scales to lvls 10-70 then the second one is disoriented watcher in the walking shores as conzil mentioned above which scales to lvl 21-70 so i imagine its tougher to kill but prob doable you may need help with the kill idk the logistics i havent tried it on a twink personally

So I went looking for the Disoriented Watcher. According to Wowhead it has a fast respawn but (like you both said) only loot chance once per day.

But the Disoriented Watcher was level 10 (not 11 like me). Not 21 either.
