When you run out of quests to do for Horde. Do every single quest that you can find everywhere, and then change. You need as much spillover rep as possible to finish up Gnomer/Trolls.
I started off as Ally, then went horde and back again. By the time I got done with all my ally stuff, I was actually already revered with everyone, and even already exalted with Stormwind and Darnassus.

I can confirm that you need to xfer for this achivement if your are below level 30.
Im a human alliance at the moment, and was wondering if you could get this achivement without xfer.
It started of well with Darnassus Exalted, then Stormwind, and then Ironforge/Gnomeregan was looking good, but suddenly the quests stopped.
Here is what I ended up with doing ALL QUESTS possible for a level 29 (Not counting Holiday events, 661/1000)
Darnassus: 999/1000
Exodar: 14634/21000
Gnomeregan: 16809/21000
Ironforge: 18849/21000
Stormwind: 999/1000
Going to transfer soon to get the last bit of Reputation.

When I went for ambassador on my human rogue last year, I did every quest possible, but it's simply not enough. I had to wait for the hallow's end seasonal quests. Some of those gave me 500 rep to all factions.
Remember that there are many old quests that start when you find a particular dropped item. Some give no reputation and some lead to quest chains.

When I got it last year on my 29, I did NOT faction transfer, and I'm a NE druid. Remember in Eggo's case that he is also a 19, which really would require some switchover. I would recommend (as far as world events go) the lunar festival as a must have. I didn't need to transfer, but I sure as heck got all the elders (which give an awesome 75 ally/horde rep per).
I feel silly for not knowing this, but if the alliance and horde have dofferent elders, I could see this achievement being doable at lower levels than we've previously thought. If a level 10 had done all possible horde and alliance quests (along with festival), I wouldn't be surprised if the new quests added in cata can't get them pretty close.

I got the achivement now, I did 783 quests in total (some of them are from Booty Bay / Ratched) so I guess I did around 750 which acutally gave Main City reputation
Alliance Quests: 661
Horde Quests: 122
Sorry for the miss information about the achivement not beeing able to get as level 29 without faction change, though if you dont got the time for Next Halloween/Lunar event you must change faction.
And some other random faq's about me getting the achivement:
- Spent around 38 hours of constant questing.
- Killed 93 Rare elites.
- Killed approxmatly 9000 mobs in total.
- Friendly with all Steamweedle factions.
- Got 63 World PvP kills.
- Took somewhere around 170 Flight Travels.
- Got a million Q.Q whispers about people beeing pissed because I killed the low level mobs.
- Emtied my bads like atleast 30 times (4x Netherweave bags + Backpack)
- I also got 2x of some important pieces of armor (because of the faction change), like The World of Warcraft Armory.
