It took ma a while to figure this quest out too, you have to do the Gnome quest chain in Darkshore (contaminated crawler meat -through- the Cause of Contamination), the rescue 4 injured Night Elves quest and the Grimclaw Quest chain, then the Ranger will give you the quest to talk to NE at northern outpost, get the quest (Collect 10 Relics) then (6 Shaman Pendents) that should give you the (Shattering Arrowhead) you need and you get quest (The Front Line) go into Shadowspear Area and talk to NE party outside cave, you with get quest to kill the Troll Leader and loot the (Letter quest) to get (blue items).
Completed it on my lvl 10 gnome rogue, so its not a racial quest chain.
I know it seems a little much, the first time i tried it, i took short cuts and got nothing. Second time I did every quest in the area, and that worked.
