I bought mats and recipe for my 10 prior to 8.0. Thought I'd be ahead of the curve with this item. Was VERY disappointed in seing TBC alchemy requirement....
Guess we just have to wait until TBC alchemy bugs...
Additionally, we could have also gained access to Alchemists Flask had we gained access to Panda alchemy :/

this was the only way i could think of after farming the marks and signets on a higher level

There's also Ethereum Prison Key farm. If you look on the calendar, the next TBC Timewalking event isn't until November I think.
Mind you though, without a group it'll take a VERY long time. You need 4k+ keys and about a week of time just opening the prisons. Took me a very long time just to farm 1.6k keys on my own, only reason why I didn't farm more is because I found a group of people who had 800-1.6k of their own keys individually.
Edit- If you're talking about the alchemist stone that you linked in OP, then that one requires Sha'tar rep, which like I said you can do prison key farm or wait until next TW.
