EU+US Achievement Frostwolf Howler

I'm a lvl 20 and I would like to know if I am able to get this achievement with my lvl 20.
I dont know if the achievement pumps when u buy the mount, or when u learn to use it.
I dont want to waste 15 mark of honor :s

You get achiv up on learning.
There is 2 hr refund timer on most of items.
