I'm in the process of writing a guide for resto shamans in the 70-74 bracket, but I've a ways to go yet. Here are my notes on gear selection. It's really messy, but hopefully you'll be able to make use of this. Note that while Guardian gear isn't currently available, it will likely return in 4.0.6.
Level 70: 15.8 haste = 1%, 22.1 crit = 1%, 15.1 resilience = 1%, 12.6 hit = 1%
