EU+US 7.1 gear changes (seem random so far)

Anyone whos played so far knows how fucked up gear scaling is right now. Random level ilv22 peices better than any ilv 34+ (worse quality / stats / everything), etc etc. List all findings here and talk about possible reasons why.

Just spit-balling here, but could it have to do with the base stats of the item? Like an ilevel 20 agility ring maybe will give more stats than an ilevel 30 intellect ring if you are an agility spec?

tested particularly on prot pally with that, the 6/6 of bear satchel belt gave less of stam, str and so on compared to the "of stam" satchel belt. Literally no pattern at all can be found from the ~100 items i tested, besides heirlooms of some slots being void. Similar to what 39's dealt with until it got hotfixed. some slots tho heirloom are the same as other non-heirloom high ilv gear.
