Your queue will eventually pop, but it takes a couple minutes.
Kinda sucks but if you just drop group and queue as a tank it will pop faster every time.

If you're in a group with other people, some things will typically happen. First, the healer will leave because theyu can instant queue (even if their next group takes twice as long). Second, someone will leave queue and re-queue thinking it helps (it doesn't). Third, you'll have to explain it's a bug.
It seems to trigger if anyone in the group has XP disabled.
You can apparently get around it by re-enabling XP, queueing, having the queue pop and disabling XP again before accepting. This seems like more effort than it's worth, particularly if you're running more than one account. Also, if you forget to re-enable XP lock, you may level and there's literally nothing you can do about that.
