Can someone explain to me "Spellhance"?

I'd like to be mostly an enhance shaman, but have 2 other full sets in my bags for healing and elemental- so the spec must be versatile.

Spellhance builds emphasize the utility of a shaman, instead of raw damage or healing output. And there are a lot missing from that list as well that you can find by checking out guild rosters.
