That depends on class I think. I'm pretty sure some classes it goes up considerably more than other (correct me if I'm wrong). But I'd imagine nothing more than 60% base.

Not armory bug. Arms warriors just get that kind of mastery %. My warrior has around 230% in mastery gear (but with strength sockets)

here's mine. not bugged
doesn't really benefit you all that much anymore comparing to wod/legion masteries tho
max amount for arms warriors probably around 370%
