It's due to a bug.
If memory serves it was when new dracthyrs went from level 58 to 10 and any that was created before while still in their starting zone had the level 58 version gear on a now level 10 toon. I'm at least sure it was something along the lines.
I don't think it works anymore (thankfully so), and it must have been well kept enough so as to not have been fixed.
