This is my build. Other weapons include Dignified Headmaster’s Charge (22 int) and Staff of the Friar (20 spi).

general set for shaman (mp5 increases with heirlooms as well)

This is the way I like to play priest, sets are represented in order by the phases and are meant more for premade games where you would be on the back line healing. Without a second priest you would use Insignia over a 2nd AGM.

Spellpower Set (1200 Mana or Less)
Mana Regen Set

How important are looms in this bracket? Are they needed? & also is priest the only real viable healer at 19? Or could I literally play any class/spec I want and still have a good time?

You can play all classes without heirlooms, but heirlooms give you access to more hit rating, more spell power from the top of my head.

paladin/sham/druid/priest are all viable healers
