(Note) This is a gear guide in my opinion, this may not be the "BIS" gear but in my opinion it is a good build.
Gear
Head: Lucky Fishing hat
Neck: Scout's/Senital's Medallion
Back: Tumultous Cloak of the Bandit (+ 3 agility)
Shoulder: Champion Herod's Shoulder
Chest: Stained Shadowcraft Tunic (+ 4 stats)
Wrist: Bristlebark Bindings, they now give +3 agil and +3 stam, and are much easier to find then "of the monkey" with perfect stats. (+9 stam)
Hands: Gloves of the Fang (+15 agil)
Waist: Deviate Scale Belt
Legs: Leggings of the Fang ( Reinforced +16 armor)
Feet: Feet of the Lynx ( Minor Speed, or +7 stam) Pearsonally, I have 2 pairs for different situations
Ring 1: Seal of Sylvanas
Ring 2: Leigonnare's Band
Trinket 1: Inherited Insignia of the Horde/Minor Recombobulator, Discombobulator ray or Arena Grand Master for when it is on CD
Trinket 2: Arena Grand Master
Bow: Charmed Ancient Bone Bow ( +2 Damage)
Weapon: Bloodied Arcanite Reaper ( +25 agil), in my opinion it is the best mostly because of it's massive damage when stuck in melee range, and it gives some nice stam + crit rating.
With this setup, you have the exact lv 19 hitcap, so that is why the Deviate Scale Belt, instead of the "of the bandit" one.
Pet
Mainly because most of the Alliance twinks roll rogues, the best pet in my opinion is a spider. With it's 5 second web, you can kill most rogues before they even get free of the web. On the other hand if you are Alliance, i would reccomend a bat, because of the 2 second stun.
