Just want to say I have finally done my 1000 quests achievement yesterday night.
For those who are close to it like I was, I figured the quests achievement is still bugging at least it was for me so I could finish this turning in the trick or treats around all the Inns, they count as a quest done in the achievement. I hope I have helped you with this! I was 880ish when i started turning the inns, I also seen that there is a few quests in Dalaaran near the starting point of Night elves that got reset or are new so enjoy!
