lvl 19 holy paladin

It is such a relief getting Blessings of Freedom in BG's. I've sometimes been pocket healed by some paladin levelers. BUT I've never seen a holy paladin twink in this bracket, how come? Is it because there isn't decent mail items available with intellect? or is it because the lack of healing...
