I've heard several people claim how 12 dodge rating is supposed to give over 4% dodge chance at lvl 19, but ever since pre-patch it "only" gives 2% So I looked up comments on different database sites and it seems like it was nearly 5% dodge chance in the early patches of TBC, then at the later...
