70s bis gear help

Hi, i done some looking up for outlaw gear but don't find anything that make much sense som if people would give me all quick guide and why the choose of certain items?

Sup guys. Im leveling an enhacement shaman, at lvl 62 atm. And i woundering whats the BiS gear is, somebody got/know a good geared shaman? :) Or should i keep lvl to 80?
