Balance druids were nerfed heavily in 4.0.6. Since we lack natures grasp and have had instant roots taken away (and have no slows) it is difficult to kite melee classes. Damage is also going to be nerfed further in 4.2 so i wouldn't bother. Roll an elemental shaman if you wan't roughly the same...

you are going to need 3000hp to survive in this bracket. :) If you are on EU, all i can suggest in transfering to Draenor where most of the 39 twinks are at the moment.

You can armoury my Druid: Genja draenor EU it all depends on your playstyle whether you go for haste or all out spellpower so I would wowhead any pieces you aren't sure about.
