I've so far found the same to be true; since Blizz doesn't consider the lockboxes to be anything special, it seems the drop chance is basically the same regardless of which rarity/importance the humanoid mob is. There are luckily quite a few high-density locations to slink around the new zones...

Totally understandable, and thanks for the experiments! I've since found a few spots with plenty of pickpocket-able mobs, though I'm not sure whether I should focus on rares, elites, or if ALL targetable mobs have a worthwhile chance to drop the loot, so I'll keep at it. No boxes from these...
