Yup. Got DF for secondary WoW-acc, so I can check something. Chars 20th lvl can do something there, but not too much.

Spent more than 4 hours tonight (and 1+ hour before) for DF fishing (vet-DF acc, no subscribe). Tried few locations and finally got it! Here: The Forbidden Reach: Morqut Village (34.87, 56.34). Update: No DF fishing skill at all, Fishing Rod from vendor (+5 skill), and some lure (+5 for 10 mins).
