Helm enchant is account bound and should work on 70s gear, but it scales down. Unsure if it's better than the DF helm enchant

11s get ilvl 60 loot again too. I was almost certain the ilvl 60 was tied to Turbulent Timeways, but it's back either way. Only prob is next patch I'm guessing they're gonna supposedly scale geared players in dungeons.
