You could never have gotten any scaled item from SoB prior to it becoming a mythic+ dungeon since it was HC mode only back then. The items that lvl20s are wearing from there have dropped during TWW, not before it.

If you have GT, I think you can kill Zandalari Warbringers and Warscouts rares on a high level and then mail the rep tokens to your twink? :D And remember to buy the Commendation thing for Klaxxi (or the other reps) when you hit revered!
